More memory or an SSD is usually cheaper than a new machine and makes more difference. Which of the two helps depends on what the machine is waiting for: a slow disk shows at startup and when programs open, too little memory shows when a lot is open at once.
A machine that feels slow is rarely slow for the same reason twice. Is it waiting on the disk, or has it run out of memory? The two feel alike and do not cost the same to fix, so we look for what the bottleneck actually is before proposing a part.
